Maximal rms power notation

I think this _might_ be useful if one wanted to normalize sounds so they
are comparable in listening if there is a very short strong impulses in
them. What you are doing is averaging a section of the wave, the length
defined by the time interval, and then setting maximum of these averages
to the same set value. You then of course need to set this level low
enough that you don't distort the file.

Quite honestly, I can't see where I would ever use this setting; it
seems too dangerous to me. Of course, walking between the towers of
Notre Dame also seems too dangerous to me but more well balanced people
than I do it, so it may be my lack of knowledge.

If you want to know how I do set levels for multiple tracks on a CD to
make reasonably well-balanced sound, check the archive. It is
relatively safe (assuming you or excel does the arithmetic correctly).
