Try soundhack (on the freeware tab), or if you prefer a plugin +pitchsift from the
pvoc kit @ http://soundhack.com/

Soundhack is free. pvoc kit is not.

At soundhack.com, click Freeware. The links are under the applications heading for
all flavors from universal binary to 68k.
