I use Normalize very frequently, and almost always with the same settings.
Is there a way to get that to function with just one move, in other words to
bypass the settings window?

I realize that cmd-t will reapply the most recently-used effect, but I often
make other moves between uses of Normalize so that's not a useful solution
for me.

You can move your last action into the favourites in the Actions window, which are then accessible by a single click and is remembered across launches. Regards,
