If I use Maximal RMS Power for normalizing a very short sample (around 100 ms) the resulting sound is wildly distorted.
This makes sense since RMS is calculated over about 100 msec.
A suggestion is to throw an error if someone tries to do this. If someone tries to do some batch processing on a file (or files) and makes a mistake it could ruin the files.
I assume this is low priority since most people probably would not use Normalize on samples this short.
FWIW, I was reducing the volume of some handclaps in a song when I found this.

Basically, I don't use maximal RMS power for normalization. You could
try changing the interval, I don't know whether it would help. What I
have done in situations like this is select the region and use amplify
with a fade in and fade out. Normally I do this over a longer interval,
generally the applause at the end of a concert, where I will take the
applause down a factor of 5. (these are classical concerts so normally
the dynamic range is very large.) I don't know why it wouldn't work for
shorter intervals.
Unfortunately, there are many ways to use AP to create bad results, so I
doubt it is worth the effort to try to figure them all out and put error
messages in.
