The only way I've found to jump to a specific time is to bring up the markers window and manually create a new one at the time point I want. Then I can move to the marker and do whatever. I don't know of any way to jump within a file to a specific time. The only possibility that comes to mind would maybe be to set a marker at that time and then jump to the marker. Actually, it doesn't matter anymore if cursor tracking is on, or off. If you interact with the zoom slider, or the name fields for tracks, you can get the keyboard focus back on the wave form by simply pressing the escape key.
